· The Nursing Home Reform Act was passed as part of the Omnibus Budget Reconciliation Act of 1987 (OBRA-87), and amended by Public Law 100-203 and 101-508, creating the Pre-Admission Screening and Resident Review (PASRR) process. (Refer to the Code of Federal Regulations (CFR) title 42, part 483, sections 483.100-483.138 to view PASRR regulations.)
The PASRR Level II evaluation is an in-depth review of medical, social, and psychiatric history, as well as ADL functioning. It also documents the nursing care services needed to meet the person’s medical needs.
PASRR is a provision at section 1919 (e) (7) of the Social Security Act. It requires that all Medicaid certified facilities neither admit nor retain individuals with mental illness, intellectual disability or related conditions unless a thorough PASRR evaluation indicates that such placement is both appropriate and the individual’s total care needs can be met.
A pre-admission screening and resident review, commonly called a PASRR, is a comprehensive evaluation that ensures people who have been diagnosed with serious mental illness, intellectual, and/or developmental disabilities are able to live in the most independent settings while receiving the recommended care and interventions to improve their quality of life.
